Can foreign organizations serve as the primary applicant or as subcontractors?

In general, foreign organizations and nondomestic components of US organizations may apply for PCORI funding as long as they can provide a thorough and thoughtful justification for the research’s ability to benefit the US healthcare system. However, because of the strong focus on local community involvement and because the results must be relevant to and implementable in the US, only US organizations are allowed to apply to this PFA. The Internal Revenue Service must recognize all US applicant organizations.  Foreign organizations and nondomestic components of organizations based in the United States (US) may be included as subcontractors for PCORI awards with appropriate justification.
