Could you clarify whether the previous relationship is between the organizations or the individual PIs? 

The Partner PFA seeks organizations with a previous or existing working relationship. However, the proposed PI from one of the organizations does not need to have worked previously with the partnering organization. It could have been other people in the organizations working together to meet the funding announcement’s requirement.
