The PCORI Funding Announcement (PFA) says that organizations that apply for funding must have a connection with researchers or existing research networks. What does this mean?

Preexisting relationships between stakeholders and researchers or research networks are required to carry on patient-centered outcomes research/comparative clinical effectiveness research (PCOR/CER) work. At the time of the Letter of Intent (LOI), these relationships may be new. But the researcher or research network must commit to taking part in the project.
