Would financial incentives to patients to increase medication adherence be an appropriate comparison intervention?

If financial incentives are used to increase medication adherence, then that aspect becomes part of the compared strategy and should reflect current practice with known efficacy. Please bear in mind that this funding program does not cover the cost of intervention; therefore, you will have to secure a different means of supporting this financial incentive.
