What is meant by "analyses that focus on a cost comparison to determine (or that could be interpreted as determining) a preferred intervention?"

Awardees are reminded that PCORI will not fund research that will influence patients, clinicians, purchasers and policymakers in making informed health decisions on the basis of comparative costs or cost-effectiveness, e.g., patient preferences for treatment or payer decision making around coverage or reimbursement. Awardees are encouraged to be as specific as possible about their intended analysis, including how they intend their analysis and data to be used.
